Recruitment Agency Fees in Singapore: How to Compare a Quote

Recruitment agency fees in Singapore are best compared as an agreed scope and payment trigger, not an assumed percentage. A quote may cover contingency hiring, retained search, temporary staffing or a flat project. The same headline price can have a different salary base, GST treatment, candidate-ownership clause and replacement obligation.

This guide focuses on employer-side quotes. It does not treat a range published by one supplier as a Singapore-wide market average. Treat every number as a supplier quote unless it is a published product price.

Start with the fee model

JTE Recruit's employer guide, dated 21 July 2026, describes contingency or success-fee hiring as payment when the employer hires an introduced candidate, retained search as part-payment upfront, and contract or temporary staffing as an ongoing rate that can bundle pay, statutory costs and agency margin. These are a supplier's model descriptions, not a universal rule or independent market survey.

Ask the agency to name the model and deliverable.

Six lines every quote should clarify

  1. Fee base. Is it basic salary, guaranteed annual salary, allowances or total first-year compensation? Ask how commission, bonus, sign-on payments and salary changes are treated. Write the formula into the agreement.

  2. Invoice trigger. Does an invoice arise at introduction, offer acceptance, start date or another milestone? Ask what happens if the candidate withdraws, the role is cancelled or the hiring entity changes. Do not infer the trigger from the label "success fee".

  3. GST and extras. IRAS says Singapore's current GST rate is 9%, and GST-registered businesses generally charge it on Singapore sales unless zero-rated or exempt. Ask whether the quote includes GST, and list advertising, assessment, work-pass, travel, background-check and administration charges separately.

  4. Candidate ownership. Define an introduction, including a prior applicant, existing contact, duplicate referral and later direct application. Ask how long the ownership window lasts, whether an affiliate hire is covered and whether the engagement is exclusive. These are commercial terms, not website assumptions.

  5. Replacement or refund. Ask how long it lasts, what departure reasons qualify, whether the remedy is replacement, credit or partial refund, and whether a replacement must meet the original brief. JTE's guide presents this as a point to check, not a universal guarantee.

  6. Scope and hand-offs. List who owns briefing, outreach, replies, scheduling, references, offer negotiation and reporting. A lower fee may mean more work remains with your team.

Check the Singapore provider

The Ministry of Manpower says organisations and individuals that place jobseekers with employers generally need an employment agency licence, subject to stated exceptions. MOM's directory lets employers check licensed agencies and registered EA personnel. Verify the legal entity and the people handling the assignment before paying a deposit or sharing candidate information.

The licensing question depends on what the supplier actually does. A job board, software product and placement agency are not interchangeable. Ask who contacts candidates and who makes the placement.
