The biggest pay lever in this market is scope. A Hong Kong-only HR manager and a regional HR business partner covering the mainland are different roles with different price tags, and job ads that blur the two get the wrong applicants at the wrong number.

Figures checked August 2026. Morgan McKinley's bands cover the roles agencies get paid to fill, which skew towards banks and larger employers. The regional band is the one to watch: adding mainland China or Taiwan to the remit moves the median from about HK$52,000 to about HK$100,000 a month, so decide the scope before you set the budget.

Where Hong Kong's experienced HR people work

Banks, insurers and asset managers

Financial services runs the deepest HR benches in Hong Kong — talent acquisition, compensation and benefits, and HR business partnering as separate specialist tracks. People trained here know regulated-industry HR, and they are priced accordingly.

The conglomerates — Swire, Jardines and their operating companies

Swire runs a dedicated HR Leadership Programme that rotates HR leaders across its industries and locations, and its graduates end up running HR at the group's operating companies. These programmes produce generalists with genuine breadth, and they rarely need to apply for jobs.

Kowloon East and the back-office corridor

Jobsdb's employer-disclosed salary data puts Kwun Tong at the top of the HR manager pay table, at about HK$53,000 a month in August 2026 — ahead of Central. Corporate HQ and shared-services functions moved east years ago, and the HR jobs moved with them.

The HKIHRM community

The Hong Kong Institute of Human Resource Management counts close to 5,000 members, and reports that around 90% of its working members hold middle-management positions or higher. It is a compact, senior-skewed pool — which is another way of saying most of it is already employed.

Regional desks at multinationals

A large share of Hong Kong HR openings carry a remit beyond the city — Hong Kong and Macau at minimum, often mainland China or Taiwan. People in these seats manage distributed teams and mainland employment practices, and they are the hardest segment to pull.

Visas and work permits

Visa routes for hiring an HR manager in Hong Kong

Most HR hires in Hong Kong are local — Employment Ordinance and MPF fluency usually means local experience. But if your best candidate is not a permanent resident, these are the routes.

The candidate may already be free to work

Permanent residents, people on unconditional stay, and some dependant visa holders can start without any application. Ask this in the first call — it changes your timeline by weeks.

General Employment Policy (GEP)

The standard employment visa. You need a confirmed job offer, the job has to be one that cannot readily be taken up by the local workforce, and the package must be broadly in line with the prevailing market level in Hong Kong. Top Talent Pass Scheme (TTPS)

The candidate applies for this themselves, and no job offer is required. Category A covers people who earned HK$2.5 million or more in the year before applying; Categories B and C cover graduates of listed universities. Covers non-local graduates of full-time locally accredited degree programmes in Hong Kong. Fresh graduates applying within six months of graduating do not need a job offer; those applying later need a confirmed offer at degree-holder level on market terms. Decide the scope before the salary

Hong Kong-only generalist, or regional HRBP with a mainland remit? The market prices these almost a factor of two apart. Fix the scope first and the salary conversation becomes short.

Match the background to your size

Large multinationals run HR as specialist tracks — talent acquisition here, compensation and benefits there. A mid-sized local company needs one person who does all of it. A specialist from an MNC centre of excellence can struggle in a do-everything seat, and the CV will not tell you that unless you ask.

Screen for the statutory core

Employment Ordinance administration, MPF enrolment and contributions, statutory leave. These are weekly work, not trivia questions. An HKIHRM professional membership is a useful seniority signal — it requires eight years of HR experience and peer endorsement.

Search the market, not the applicants
