Startup Hiring Checklist
A checklist for a Hong Kong startup's first hires: role scope, budget, sourcing route, evidence standard, offer and the paperwork you cannot skip.

Use this Hong Kong startup hiring checklist to make ownership visible before searching. Confirm the work, budget and arrangement, then decide how candidates will be found, reviewed and contacted. Keep one record so a profile does not change the standard.

The 10-point checklist
1. Approve the role and budget
- Name the role sponsor, hiring manager and final decision-maker.
Write the business outcome, manager, location and working pattern. Break the budget into pay, equity if relevant, benefits, employer costs and recruiting costs. Record what needs approval; do not hide unclear scope behind an unlabelled figure.
2. Choose the arrangement and working pattern
- Confirm the proposed engagement model and where the work will happen.
Consider a direct employee, contractor, employer-of-record arrangement, agency arrangement or another model. Facts, locations, control and duration matter; a label alone does not settle obligations. Record office, hybrid or remote expectations, time zones, travel and relocation. Have the setup checked before promising it.
3. Turn the role into an evidence brief
- Define three to five must-haves and the evidence that would support each one.
Separate must-haves from nice-to-haves. For each requirement, state evidence: a delivered project, design explanation, work sample or outcome. Include early outcomes and the interview stage that tests it. Use the same brief throughout.
4. Choose channels with a purpose
- Assign a source owner and an approved channel mix.
Use inbound applications, referrals, professional communities, public profiles or an agency according to the question each route answers. An application shows a response; a public profile helps discovery; neither proves capability or interest. Record source and date, then deduplicate before contact.
5. Handle applicant and profile data deliberately
- Record purpose, access, source, retention and deletion decisions.
Collect role-relevant information, explain its purpose, limit access and keep unrelated details out of notes. Use consent for references and checks. 6. Review candidates against the same record
- Keep one review log with evidence, unknowns, owner and next action.
Mark signals as candidate-stated, publicly observed, conflicting or unknown. Missing information is an unanswered question, not automatic evidence against a candidate. Review must-haves first, keep a stable profile URL and record the reason for contact.
7. Use structured interviews and a bounded work sample
- Assign each interviewer a requirement and a consistent question or task.
Ask for examples, constraints, decisions and results. A debugging conversation, design review or small work sample should resemble the role, state its time limit and avoid unpaid production work. Capture evidence separately. Mark untested requirements and assign a follow-up.
8. Take references with consent
- Ask the candidate for permission, contact details and the questions to be used.
Use job-related questions about stated responsibilities and working approach. Record who provided the reference, when and what remains unverified. A reference adds context; it does not replace assessment. Do not use informal back-channel comments as a hidden criterion.
9. Complete the work-authorisation checkpoint
- Ask whether the candidate is authorised for the proposed Hong Kong work or needs sponsorship, and assign an owner to verify it.
The Hong Kong Immigration Department says, in general, that a person without the right of abode or right to land requires a visa or entry permit to work in Hong Kong. Its General Employment Policy guidance describes one route for eligible professionals. Check the current visa guidance on 19 August 2026 and before the offer. Do not infer permission from nationality or a CV, or promise sponsorship without confirmation. This is not immigration advice.
10. Make the written offer and onboarding handoff explicit
- Name the offer owner, onboarding owner and start-date dependencies.
The written offer should match approved terms and state role, manager, arrangement, working pattern, package, conditions and start date. Record who answers questions and confirms checks. Before the start, assign access, equipment, priorities and payroll administration. A decision is not an onboarding plan until owners accept the handoff.
