Bullhorn Pricing in 2026: What It Publishes and What It Quotes

Bullhorn's small-agency page prints two prices: Starter at $99 and Core at $165 per user a month. Pro, Max and every larger-agency plan are quoted by sales.

We build Talent Summoner, which is not an ATS or CRM and does not replace Bullhorn: you paste a brief for one Role and get a ranked shortlist with the reasoning behind each match. Your first Role is free, with no card.

Run a desk that lives in an applicant tracking system (ATS) every day? Bullhorn is built for staffing agencies, so skip to the cost table.

Fill a few searches a year and need candidates, not a system of record? Read on.

What a small agency pays in a year

The table is our arithmetic: Bullhorn's monthly price times 12. The pages we read state no minimum term, discount or later price, so we do not project one.

Pro and Max cannot be costed because Bullhorn publishes no figure for them.

Bullhorn's page data lists Starter for 1 to 2 users and Core from 3 users, though its plan cards do not say so. Confirm this in a quote, because its FAQ says you can add users "without changing plans".

SetupBasis12 months
Bullhorn Starter, 1 recruiter$99 × 12$1,188
Bullhorn Starter, 2 recruiters$99 × 2 × 12$2,376
Bullhorn Core, 3 recruiters$165 × 3 × 12$5,940
Bullhorn Core, 5 recruiters$165 × 5 × 12$9,900

Talent Summoner Unlimited$299 × 12, 4 people, every open role, fair use$3,588
Talent Summoner Pro$59 × 12, 10 Roles a month; unused Roles do not carry over$708
Talent Summoner, 4 Roles a yearFree Role, $4 at the paywall, then 2 × $29; then $79 + $29$62 in year one, $108 after

Three recruiters on Core plus Talent Summoner Pro would be $6,648 a year ($5,940 + $708). On Bullhorn's small-agency plans, AI search and match starts at Bullhorn Pro, which is quoted.

What Bullhorn does not publish

  • Pro and Max: the page says "Talk to us" and prints no price.
  • Larger agencies: Front Office, Bullhorn One, AI and Automation products and Recruitment Cloud all say "Get a quote".
  • Contract term: the pages do not say whether Starter or Core can be bought month to month.
  • Optional extras: Onboarding and Middle Office are priced separately and are not required to use the platform.
  • A free trial: Bullhorn says it does not offer one.

Check any figure in a quote against the page before signing, because Bullhorn can change it.

When Bullhorn is worth it

Bullhorn fits an agency when the database is the business. Its pricing page names these features by plan:

  • Starter: an ATS with resume parsing, client management and a career portal;
  • Core: 300+ marketplace partners and LinkedIn integrations;
  • Pro: a recruitment CRM for your sales pipeline, plus AI search and match;
  • Bullhorn One, for larger firms: timesheets, invoicing and pay-and-bill automation.

If you place weekly and need clients, candidates and pipeline in one record, pay for the seat. Talent Summoner will not do that work.

Where Talent Summoner fits next to Bullhorn

You describe a Role in plain English. It searches LinkedIn, GitHub and other public sources, ranks the people it finds against your must-haves, and explains each match.

Sourcing every week? Unlimited is $299 a month for every open role for up to 4 people ($59 per extra person), under fair use.

For an agency that wins an odd search outside its usual niche, one Role can be a lighter step than adding a seat.

Pro is $59 a month for 10 Roles, with extra Roles at $15, and unused Roles do not carry over. Otherwise it is $29 for one Role or $79 for three, and Roles bought one-time stay valid for 24 months.

Trade-offs, stated plainly: no InMail, no always-on pipeline, and no ATS integration today, so you add shortlisted people to Bullhorn yourself. Outreach goes from your own Gmail, Outlook or LinkedIn after you review each message and confirm the send.
