Hiring Developers in Singapore: A Founder Guide
A practical guide to hiring developers in Singapore, from role scope and budget to sourcing, technical evidence, offers and work authorisation.

Hiring developers in Singapore starts with a precise role, not a technology list. Define ownership, working pattern, total cost and evidence. Use the same workflow for local and overseas candidates, with a separate work-authorisation checkpoint where relevant.
Define the role and working pattern
Write the operating context before searching. Name the product area, systems and production responsibility that are genuinely required. Separate must-haves from learnable skills. Define seniority through ownership, such as designing an API, improving reliability or shipping a customer-facing feature.
Make the arrangement concrete: Singapore office, hybrid, remote or a wider APAC time zone; core hours, on-call, equipment, reporting line and work location. MOM's Key Employment Terms guidance, checked 19 August 2026, lists job scope, start date, working arrangements, salary, leave, probation and notice for covered employees. Use it to check what applies; this is general information, not employment-law advice.
Build a total budget
Do not start with an unverified salary average. Set a documented range and explain what moves an offer within it: scope, ownership, production experience, equity, on-call or a specialised domain. Add benefits, equipment, recruiting fees and pass-related costs separately.
For Singapore citizens and permanent residents, the CPF Board's employer guidance, checked 19 August 2026, says obligations and rates depend on status, age and wages; use its current tables or calculator. For an S Pass hire, MOM says quota limits and a monthly foreign-worker levy apply, so check the current requirements. CPF, levy, tax and employment obligations depend on the facts; consult CPF Board, IRAS employer guidance or MOM for a specific case.
Choose sourcing routes deliberately
Use routes for distinct questions: job boards and careers pages reach applicants; referrals and communities add context; LinkedIn, GitHub and public sources discover experience; universities support early-career hiring. Agree an agency's fee, ownership and hand-off.
Keep one log with the URL or referral path, review date, evidence, unknowns, owner and next action. Do not infer location, availability, language, citizenship, interest or pass eligibility from a profile.
TAFEP's Tripartite Guidelines on Fair Employment Practices, checked 19 August 2026, says recruitment should be merit-based and job-ad criteria related to qualifications, skills, knowledge and experience. Use the same criteria across channels.
PDPC guidance on employment data, checked 19 August 2026, says publicly available data may be collected in some circumstances, but this is not a blanket exemption. Keep a stated purpose, secure records and retention decision. This is general information, not legal advice.
Test technical evidence consistently
Choose an assessment that resembles the work: debugging, design review, code review or a small time-boxed exercise. Give candidates the same prompt, criteria and time expectation; do not turn a task into unpaid product work.
Score technical design, implementation, reliability or security, collaboration and learning. Record evidence, uncertainty and the next check. A profile or repository does not predict performance; interview and reference checks remain human work.
Talent Summoner is our product for role-based sourcing. Its candidate-sourcing workflow starts from a brief and searches LinkedIn, GitHub and other public professional sources across 200M+ profiles, then returns a ranked shortlist with must-haves, nice-to-haves and plain-English reasoning. Feedback can adjust later search and weighting. It is not an ATS and does not automatically reject candidates; your team verifies, contacts, interviews and decides. Use Candidate Ranking for CVs already in hand, and check current pricing for the budget.
Make the offer, then check authorisation
Before sending an offer, confirm the title, duties, manager, working pattern, location, salary structure, benefits, equity, probation, notice, start-date assumptions and conditions. Ask directly about Singapore status, work location and sponsorship needs. Keep those answers separate from technical assessment.
This is general information, not immigration advice. MOM says an employer or appointed employment agent applies for an Employment Pass on a candidate's behalf. Its Fair Consideration Framework, checked 19 August 2026, says EP or S Pass applications must meet fair-consideration requirements, including a MyCareersFuture advertisement for the required period where applicable. Check current criteria, exemptions and the Self-Assessment Tool before promising sponsorship or a start date. An S Pass also needs the employer's quota and levy check.
FAQ
What should a Singapore developer job brief include?
Include the product problem, ownership, evidence, seniority, working pattern, location, compensation assumptions, interview stages and decision owner. Separate nice-to-haves from rejection criteria and state the employment arrangement.
Should I publish a salary range?
Use a range only when you can explain its source and assumptions. Do not present an unverified figure as a Singapore market average. Budget the full package, then recheck CPF, pass, levy and tax implications with the responsible authority.
Can Talent Summoner verify a developer's ability or work pass?
No. Talent Summoner is our sourcing and shortlist product. It organises public-profile evidence against your brief; your team verifies technical work, interviews and checks work authorisation with MOM.

Before contacting anyone, take one Singapore developer role, assign three evidence-based must-haves and have the hiring owner confirm the working pattern, budget assumptions and authorisation question. Then run a focused sourcing search, review the evidence yourself and make the next contact decision.
