How to hire an HR manager in Singapore

An HR manager in Singapore administers the Employment Act, CPF contributions and work-pass paperwork every week of the year, so the pool that can actually do the job is smaller than the title suggests. This guide covers what the role pays here, where the experienced people sit, and why an APAC remit changes the number.

The spread in this market is wide, and the title does a lot of hiding. MOM's own survey puts the middle half of HR managers between roughly S$5,800 and S$12,900 a month — because a do-everything HR manager at a 60-person firm and an HR business partner at a regional headquarters share a title but not a job. Decide which one you are hiring before you set the budget.

Figures checked August 2026. The MOM figures are the whole private-sector market — 25th to 75th percentile of gross monthly wages from the June 2024 Occupational Wage Survey, the widest and most neutral benchmark available. Morgan McKinley's bands are annual and skew towards the roles agencies get paid to fill, which is why they sit above the MOM median. Singapore convention is to talk monthly and pay an AWS (13th month) on top, so pin down which one a candidate is quoting before you compare numbers.

Regional headquarters desks

EDB markets Singapore as the most popular regional headquarters destination in Asia, and the HR seats at those headquarters carry remits well beyond the island — Southeast Asia at minimum, often full APAC. People in these seats manage distributed teams across several employment-law regimes, and they are the hardest segment to pull.

Banks, insurers and the financial centre

Financial services runs the deepest HR benches in Singapore, with talent acquisition, rewards and HR business partnering as separate specialist tracks. Morgan McKinley's 2026 guide flags rewards, analytics and HR technology as the scarce skills attracting targeted uplifts and retention bonuses — which tells you where the counteroffers will come from.

The city fringe pays the top of the table

Jobstreet's employer-disclosed salary data puts Rochor at the top of the HR manager pay table at about S$8,500 a month as of August 2026, with Marina South and Tampines at about S$7,500. The pay map follows the offices — CBD fringe and the decentralised business hubs, not just Raffles Place.

The IHRP-certified community

The Institute for Human Resource Professionals is Singapore's national HR body, set up by the tripartite partners — MOM, NTUC and SNEF — and runs the national certification framework. IHRP-CP requires at least three years of relevant HR experience plus 150 hours of HR education, so the certified pool is pre-filtered for exactly the statutory fluency this role needs.

A market with real title inflation

MOM's June 2024 survey puts the median HR officer at S$4,000 a month and the median HR manager at S$8,197 — a factor of two between adjacent titles. Plenty of job ads and CVs use 'manager' loosely, so screen against the work actually done, not the word on the card.

Work passes

Work passes for hiring an HR manager in Singapore

Most HR manager hires in Singapore are local — Employment Act and CPF fluency usually means local experience. But if your best candidate is not a citizen or permanent resident, these are the routes.

The candidate may already be free to work

Singapore citizens and permanent residents need no pass at all, and some existing pass holders — including dependants with the right approvals — can start without a fresh application. Ask this in the first call; it changes your timeline by weeks.

Employment Pass (EP) and COMPASS

The standard route for professional hires. The minimum qualifying salary is S$5,600 a month, rising progressively with age to S$10,700 at 45 and above (S$6,200 to S$11,800 in financial services), and it steps up again from 1 January 2027. On top of salary, the candidate must score 40 points on COMPASS, a points system covering salary, qualifications, workforce diversity and support for local employment. S Pass

The mid-skilled route, with a minimum qualifying salary of S$3,300 a month rising with age to S$4,800 (higher in financial services), effective from 1 September 2025. In practice most HR manager salaries clear the EP bar anyway, and the S Pass comes with quota and levy obligations the EP does not, so it is rarely the right vehicle for this role. Overseas Networks & Expertise Pass (ONE Pass)

A personal, five-year pass for top earners — the benchmark is a fixed monthly salary of at least S$30,000, or an offer at that level from an established Singapore company. If your candidate already holds one, you can hire them much like a local, with no fresh application tied to your company. Realistically this only touches group-level CHRO territory. Decide the scope before the salary

Singapore-only HR manager, or regional HRBP running people work across APAC from a headquarters seat? Morgan McKinley's 2026 bands already separate the two — about S$120,000 a year for an HR manager at 10–15 years against S$150,000 for an HR business partner at the same tenure, with HRBP pay reaching S$200,000 at 15-plus years. Fix the scope first and the salary conversation becomes short.

Match the background to your size

Regional headquarters and banks run HR as specialist tracks — talent acquisition here, rewards there. A mid-sized local company needs one person who does all of it, including the CPF submissions and work-pass renewals. A specialist from an MNC centre of excellence can struggle in a do-everything seat, and the CV will not tell you that unless you ask.

Screen for the statutory core

Employment Act administration, CPF contributions and the S$8,000 ordinary wage ceiling, work-pass applications and renewals, fair-consideration job advertising. These are weekly work, not trivia questions. IHRP certification is a useful signal — it is the national framework run by the tripartite body, and IHRP-CP requires at least three years of relevant HR experience.

Search the market, not the applicants

The main statutory on-cost is employer CPF — 17% of wages for employees aged 55 and below, payable on ordinary wages up to the S$8,000 monthly ceiling that applies from 1 January 2026, per the CPF Board.
