Taipei City carries the deepest bench: 1,061 open roles in 104's operations management category as of August 2026, at an average of about NT$82,000 a month. This is where trading companies, retailers and service groups run island-wide operations from, and where the bilingual candidates concentrate.

The Hsinchu corridor — top of the pay table

Hsinchu county and city top 104's regional pay table at about NT$84,000 a month in August 2026, ahead of Taipei. The electronics and semiconductor employers clustered around the science parks pay head-office money for plant-adjacent operations seats, and they compete hard for the same people.

New Taipei and Taoyuan — the manufacturing and logistics belt

New Taipei showed 657 openings and Taoyuan 371 in August 2026, both averaging about NT$76,000 a month on 104's data. Factories, warehousing and the airport logistics corridor sit here; the candidates are operators rather than strategists, and the good ones rarely need to apply anywhere.

Taichung — volume at a discount

Taichung had 641 openings at an average of about NT$69,000 a month in August 2026 — the machine-tool and component belt of central Taiwan hires operations managers in volume, at roughly NT$13,000 a month under Taipei rates. Relocating a Taipei candidate usually costs more than hiring locally.

The bilingual, foreign-invested segment

The same seat is advertised as Operations Manager in English and 營運經理 or 經營管理主管 in Mandarin, and most candidates search in Mandarin. An English-only ad samples only the bilingual slice of the pool — fine if the role reports overseas, self-defeating if it runs a local plant.

Work permits

Work authorisation for hiring an operations manager in Taiwan

Most operations hires in Taiwan are local — the job usually needs Mandarin and Labor Standards Act fluency. But if your best candidate is not a Taiwanese national, these are the routes.

The candidate may already be free to work

Foreign professionals holding permanent residency (an APRC) do not need a work permit at all — Article 7 of the Act for the Recruitment and Employment of Foreign Professionals exempts them. Employment Gold Card holders likewise already carry an open work permit. Ask in the first call; it changes your timeline by weeks. Work permit for specialised or technical work

The standard employer-sponsored route, applied for through the Ministry of Labor's Workforce Development Agency. The headline test is pay: the foreign professional's average monthly salary must be no less than NT$47,971, counted on regular salary. Employment Gold Card

A four-in-one document combining work permit, resident visa, Alien Resident Certificate and re-entry permit, issued for one to three years under Article 9 of the Foreign Professionals Act. The candidate applies personally — no employer sponsorship — and the work permit is open, so you can hire a holder much like a local. Who qualifies for a Gold Card

For business operators the usual route is the field of economy: a most recent monthly salary of at least NT$160,000, evidenced by tax statements or an employment contract.
