Taiwan's product managers split into two pools that rarely mix — hardware and semiconductor PMs around the science parks, and software PMs concentrated in Taipei. The job titles muddy things further: 產品企劃 (product planner) and 產品經理 (product manager) are priced tens of thousands of NT dollars apart. This guide covers verified pay bands, where each pool sits, and the work-permit routes if your best candidate is foreign.
What it pays
The biggest pay lever in this market is the title behind the title. 104's CV-based data prices a mid-career 產品企劃 (product planner) at about NT$53,000 a month and a 產品經理 (product manager) at the same experience level at about NT$78,000 — write the wrong word in the ad and you interview the wrong pool at the wrong number.

Where the talent sits
Taiwan's semiconductor and hardware employers — the TSMC and MediaTek supply chain around Hsinchu Science Park — run product seats that blend product management with product marketing and technical programme work. People from this pool know fabs, ODM partners and long hardware cycles, and they rarely surface on general job boards.
Software product management concentrates in Taipei, around the Neihu and Nangang technology parks and the startup scene between them. LinkedIn alone listed around 800 product-manager jobs in Taipei when we checked in August 2026.

Of roughly 1,080 product-manager vacancies shown in 104's salary tool in August 2026, more than half asked for three to ten years of experience. That is also where the pool is thinnest, because the people who fit are already running products somewhere else.
Taiwan's Employment Gold Card — an open work permit for senior professionals — had 8,973 valid holders from 114 countries as of August 2026, per the official Gold Card site. Its digital field explicitly covers the digital economy, so the foreign senior-product bench in Taipei is no longer a rounding error.
Work permits
Most product-manager hires in Taiwan are local — Mandarin-first stakeholder work usually means local experience. But the foreign routes are more workable than many employers assume, and some candidates need no sponsorship at all.
Foreign spouses of Taiwanese nationals with registered household residence can work without an employment permit, and a few other categories are exempt. Foreigners with permanent residency (APRC) can apply for a work permit personally under article 51 of the Employment Service Act, without an employer sponsor, and it is not tied to one company. The standard route: your company applies to the Ministry of Labor's Workforce Development Agency through the EZ Work Taiwan portal. The candidate needs a bachelor's degree plus two years of relevant experience, a master's degree, or five-plus years of demonstrated expertise, and the pay must not fall below the wage floor the ministry publishes. A combined open work permit, visa and residence card, valid one to three years, that the candidate applies for personally — no job offer needed. How to run the search
產品經理, 產品企劃 and 專案經理 (project manager) are three different jobs that share a two-character prefix. Fix whether the seat owns roadmap and outcomes or planning and coordination before you write a word of the ad — 104's data prices the difference at roughly NT$25,000 a month.
A PM who has shipped silicon with ODM partners and a PM who has grown a consumer app are not interchangeable, and Taiwan has deep benches of both. Name the domain in the brief — the science-park pool and the Taipei software pool barely overlap, and a vague ad pulls from neither.
Most Taiwanese product teams run in Mandarin with English documentation, and anything touching overseas customers or a foreign parent flips that balance. Test the working language against your actual stakeholders early — it is worth testing, not assuming.
