Stage 1: a spreadsheet for your first hires
A spreadsheet works while one person runs hiring and one role is open. Use one row per candidate and fixed columns: name, role, source, stage, last contact date, next step and owner.
It breaks when two people edit stages at once or when candidate emails live in three inboxes. That is the signal to move to Stage 2, not the number of applicants.
Stage 2: a free ATS plan
The free plans above hold one active job per recruiter licence (Zoho) or one active job or pool (Breezy). That suits a business that opens one role, fills it, then opens the next.
Move your spreadsheet columns into the ATS stages as they are. Keep the same stage names, so your numbers before and after the move still compare.
Stage 3: a paid ATS when roles overlap
Pay for an ATS when you have two or more roles open at once, or more than two people giving interview feedback. Per-user pricing suits one recruiter, as long as hiring managers who only leave feedback are free seats; Manatal's are.
Before you buy, ask each vendor these questions:
- Can I export every candidate and note if I leave?
- Is the price per user, per job or flat?
- Which job boards are free, and which cost extra?
- Is there a monthly option, or only annual billing?

An ATS tracks people who apply. It does not find the people who never saw your job ad.

This step-by-step stack is a poor fit if you hire in large batches, such as a season of 50 shop staff. Then a paid ATS with bulk job posting and screening questions is the starting point.
It is also wrong if your HR or payroll system already includes recruiting. Use that module first and add only what it lacks.
